On March 4, a Dallas Police Officer with a checkered past, was arrested for allegedly arranging two murders back in 2017.  The police officer turned contract killer, Bryan Riser, 36, was taken into custody yesterday and charged with two counts of capital murder.  Chief Eddie Garcia of the Dallas Police Department made that startling announcement at a press conference yesterday.

Riser was charged with murdering Lisa Saenz and Aubrey Douglas.  Saenz was found dead from multiple gunshot wounds.  Her body had been recovered from the Trinity River back on March 10, 2017.  Douglas had been reported missing a month earlier in February 2017.  His body was never found. Except for the two murders being allegedly arranged by Riser, police consider the two killings to be unconnected.

“We received information from a witness that implicated Riser in both murders,” Garcia said.

“The motive for these murders is unknown at this time, and this remains an ongoing investigation.”  ~ NBC News

Police had previously arrested and charged three as of yet still un-named people with Saenz’s murder, according to an affidavit filed for Riser’s arrest. You can see a copy of that affidavit, here.  One of those three people flipped on Riser and told investigators that he and Riser had pulled off a few burglaries together back in their younger days.

That same man told police that Riser offered to pay him a total of $9,500 to kidnap and murder both  Douglas and Saenz. According to court papers, “Both were shot and their bodies were dumped in the river.”

The affidavit states that Riser told the killer he hired that Saenz was an “informant.” The document does not elaborate, and police declined to answer questions about whether Saenz had some connection to the department, according to CBS News.

Riser’s criminal record, even while still an officer with the Dallas Police Department can be traced back to May 13, 2017, when he was arrested by the Dallas PD and charged with domestic violence of a family member causing bodily injury.  That was a misdemeanor charge, according to the Dallas Police.

Police have previously said officers responded to Riser’s home after he got into a fight with a woman he was dating over a Facebook post he wrote indicating their relationship was over. The woman, who was not identified, told police she wanted to take a photo with Riser and post it on Facebook to prove their relationship, but he’d asked her to leave. When she refused, a fight ensued.

Chief Garcia also announced that his office is working toward firing Riser from the Dallas PD. “No one hates a bad cop more than a good cop,” García said. “We will not allow anyone to tarnish this badge.”
