Following another Baltimore City shooting, area residents make a citizen’s arrest
(2000 block Bryant Avenue, Baltimore, MD)
On May 26 at approximately 12 p.m., patrol officers in Baltimore City’s western district responded to the 2000 block of Bryant Avenue in the city’s Mondawmin section for a report of a shooting. Once there, officers were advised that a 26-year-old male victim had already been transported to an area hospital by medics. Police had a possible suspect in that shooting who was still on the scene and being detained by citizens.
Medics transported that female suspect to an area hospital with minor injuries.
On May 27, the Baltimore PD reported that the suspect, 26-year-old Cowanda Mills of Baltimore, was arrested in connection with that shooting. Investigators believe Mills shot her 26-year-old male victim following an argument between the two.
When police arrived on the scene, neighborhood residents had already made a citizen’s arrest and were physically detaining Mills. According to Fox News in Baltimore, Mills was injured in the arrest. Her mugshot photo shows her with a black eye and a cut to her forehead.
Neighbors in the area said they were tired of the rampant crimes in the city and that they felt the need to intervene. Fox quoted one neighbor, Ms. Owens, as saying, “I mean it was good because I mean, it’s just too many, it’s getting ridiculous, it’s too many people getting shot out here for nonsense.”
Detectives transported Mills to the city’s Central Booking Intake Facility where she has been charged with attempted 1st and 2nd degree murder and various handgun violations.
