Tampa man arrested, charged with shooting murder of sleeping homeless man

On November 9, the Tampa Police Department reported that just three days earlier on Sunday, November 6 at 1:30 a.m., a homeless man was shot and killed under the overpass at Hillsborough Avenue & N Dale Mabry Highway.   Arrested for the murder of that homeless man was 30-year-old Timothy McGovern.

Tampa police arrested a man who fired shots into Hillsborough Bay before murdering a sleeping man under the Dale Mabry overpass earlier this week. They said he also stabbed the victim back on the Fourth of July. ~ Fox 13 News

In addition to talking to witnesses that night, officers recovered 9mm shell casings at the scene. With the help of #NIBIN (𝙽𝚊𝚝𝚒𝚘𝚗𝚊𝚕 𝙸𝚗𝚝𝚎𝚐𝚛𝚊𝚝𝚎𝚍 𝙱𝚊𝚕𝚕𝚒𝚜𝚝𝚒𝚌𝚜 𝙸𝚗𝚏𝚘𝚛𝚖𝚊𝚝𝚒𝚘𝚗 𝙽𝚎𝚝𝚠𝚘𝚛𝚔), the shell casings were matched to a shooting incident just four hours prior.

The same night, two individuals on Bayshore Boulevard reported an unidentified white male approached them, later determined to be McGovern, and said “there’s my target,” before pulling a gun from his waistband and firing shots into the water. Surveillance video near Bayshore Boulevard helped detectives identify McGovern.

Detectives found the gun used in both incidents and discovered a manifesto at McGovern’s home. He admitted to firing his gun on Bayshore and to targeting the victim he shot. His motive behind the homicide and the contents of his manifesto are still under investigation.
