Arrest made in years old Rise Dispensary armed robberies

On March 6, the Harford County Sheriff’s Office announced that 38-year-old Donald Raymond Tilghman of District Heights, Maryland, was arrested and charged for his involvement in two Rise Dispensary robberies. That arrest went down on Wednesday, March 5 in Washington, D.C.
The robberies took place on March 16, 2021, and November 13, 2023, at the Rise Dispensary in Joppa, Maryland. Local detectives didn’t want to let those robberies go unsolved and never wavered in this investigation, spanning multiple years, in their effort to identify and hold accountable whomever was responsible for those robberies.
During the first robbery in 2021, an armed man broke into the dispensary, assaulted a worker there and made off with some cash. In the 2023 robbery, an armed man pointed a gun at an employee of a money currier service company that was picking up cash from the business. The Harford County Sheriff’s Office shared the image below of their suspect caught on surveillance.

Tilghman is currently being held without bail at the Harford County Detention Center. He was arrested, without incident, on March 5, 2025, in Washington D.C. and then transported to the Detention Center. The Sheriff’s Office went on to say that their detectives are continuing to work the case to ensure that everyone involved in both robberies will be held responsible for their actions.
If you have any information on either of these robberies, please contact Detective K. Gividen at 410-638-4007. You may also remain anonymous by submitting a tip through Metro Crime Stoppers by calling 1-866-7LOCKUP. Information leading to the arrest and/or indictment of a felony suspect could qualify for a $2,000 reward. ~ HCSO
