Yesterday, police in Baltimore County, Maryland, released a statement saying that Thomas Michael Mannion Jr, 45, was charged with multiple counts of rape after having sex with a 13-year-old child.  Mannion is employed at the Baltimore County Detention Center (BCDC) in Towson as a correctional sergeant, according to Fox News in Baltimore.

The police investigation began on May 6, when a neighbor saw the child enter a Parkville residence through a rear sliding glass door just before 6 p.m.  Mannion rents a room in that residence. Believing the residence was being burglarized, the neighbor went to the home to assist the homeowner, who gave him permission to enter the basement to check for the burglary suspect.  Upon entering the residence, the neighbor instead found Mannion naked in bed with the juvenile. The neighbor left and called police.

Mannion initially denied the accusation by the neighbor. The preliminary investigation has indicated that this is the second time that Mannion has had sex with this juvenile, the first time being earlier this year.

Investigators believe it was the second time Mannion had sex with the 13-year-old, police wrote. Charges against Mannion in court records indicate the [earlier] alleged offense took place January 1 to February 14. ~ per The Baltimore Sun

Included amongst the charges listed in online court records is an allegation that Mannion videotaped the sexual conduct.  WBAL-TV shared a quote from Officer Jenn Peach of the Baltimore County Police who said, “There was more than just sexual intercourse going on, there was a lot more. There was filming, photographs, posting to social media sites …”

Reportedly, Mannion has been employed at the Baltimore County Detention Center since 2007.  Following his arrest on May 6, he was suspended from the BCDC without pay.  

Police say that he’s been charged with multiple counts of rape and child porn.  Officials are also concerned that there may be additional rape victims out there.

Mannion, who resides on Bourbon Court in Parkville, waived an attorney at his initial court appearance on May 7 and remains in jail being held without bond. He has a preliminary hearing set for May 31.
