(Sept. 29, 2023 Update)  After two days on the run, the national manhunt for suspected killer and rapist Jason Dean Billingsley came to an end last night (Wednesday, September 27) at a MARC Train Station in Bowie, Maryland, around 11 p.m.  Fox News in Baltimore reports that a police press conference is scheduled for today at 11 a.m.

‘Armed and Dangerous:’ Manhunt is on for accused killer of Baltimore tech CEO Pava LaPere – September 27, 2023

On September 26, Acting Baltimore Police Commissioner Richard Worley along with Baltimore Mayor Brandon M. Scott, and State’s Attorney Ivan Bates, announced that a warrant has been issued for the arrest of 32-year-old Jason Dean Billingsley of Baltimore.  Billingsley is wanted for 1st Degree Murder in the killing of 26-year-old Pava LaPere who was found dead in her Baltimore City Mount Vernon apartment.

LaPere, 26, was found beaten to death at her apartment building on the 300 block of West Franklin Street in the Bromo Arts District. LaPere was the founder and CEO of the tech company EcoMap. ~ Fox News, Baltimore

Billingsley was previously arrested in 2013, 2011 and 2009 for multiple charges to include sex offense, 2nd degree assault charges and robbery.

Fox News quoted Commissioner Worley as saying that “This individual will kill, and he will rape.”

Worley said he had a message for Billingsly:

“If you’re out there watching – hopefully you are – every single police officer in Baltimore City, the state of Maryland, as well as the US marshals, are looking for you. We will find you, so I would ask you to turn yourself in to any officer, any police station. Because, we will take you into custody eventually, and then we will turn it over to the state’s attorney to prosecute you to the fullest. So please, turn yourself in.”

The Daily Voice shared EcoMap’s social media post as confirming LaPere’s death and that the tech company will be mourning her just one day after they were posting about an upcoming appearance for the CEO, and that they’ d be hosting a memorial in her honor.

The Baltimore Police Department’s Special Investigations Section is working to determine potential connections to Billingsley and other cases. The Warrant Apprehension Task Force, alongside the U.S. Marshals’ Capital Area Regional Fugitive Task Force (CARFTF) are actively attempting to apprehend this suspect.  

Worley added that Billingsley is considered armed and dangerous. Please contact 911 if you come in contact with this individual or have any further information.
