On November 27, the Jacksonville Sheriff’s Office (JSO) reported on being able to provide an update regarding the heinous murder of 72-year-old Arthur Bass, who was found dead, naked, and partially submerged in McCoy’s Creek near a kayak launch in the unit block of Chelsea Street back on June 2.

Following an autopsy of the deceased, Bass’ death was determined to be a homicide. During the more than five-month long investigation conducted by the Sheriff’s Office Homicide Team, a person of interest in the murder was identified as 26-year-old Javaris Bowman. Homicide detectives ultimately determined that Bowman was responsible for the demise of the victim; and a warrant was obtained for the charges of second-degree murder, kidnapping, and burglary.

Following Bass’ murder, a JSO incident report stated that a woman had received images of a deceased man, sent to her by Bowman’s half-brother.  Surveillance video in the area recorded Bowman driving a car on Chelsea Street around 10 p.m. on June 1, when Bowman and three others got out of the car and went into Bass’ apartment.

A witness said she saw Bowman and another man kidnap Bass, reportedly over an altercation involving money.

On June 2, one of Bowman’s cohorts in the kidnapping, “… told officers Bowman showed him a video of the victim bound and Bowman explained he would have received five years in prison had he not killed the man, the report said. The man said Bowman told him he forced the man to overdose on fentanyl.”  ~  First Coast News

On November 21, with help from the Jacksonville Sheriff’s Office’s SWAT Team, Bowman was located and taken into custody. He was transported to the Police Memorial Building for an interview and subsequently booked into the Pretrial Detention Facility.
