Carlos Bell: HIV positive teacher’s aide charged with 119 counts of child sexual assault
On July 31, Maryland State’s Attorney Tony Covington announced that Carlos Deangelo Bell, 30, of Charles County, Maryland, was charged with the sexual assaults of 24 students and indicted on 119 counts, which are said to have occurred from May 2015 to June 2017. Bell is also looking at 12 counts of child sexual abuse. The indictment against the former public school instructional assistant also includes three counts of transmitting or attempting to transmit the HIV virus, according to NBC4 in Washington.
Prior to his arrest, Bell was employed as a teacher’s aide at Benjamin Stoddert Middle School in Waldorf and also served as the head indoor track coach at LaPlata High School. WJLA reported that Bell also worked at JP Ryon Elementary School in Waldorf and McDonough High School in Pomfret. Arrested in late July, he was originally indicted on charges of second-degree assault and production of child pornography. According to WTOP, Bell allegedly “recorded the abuse of male students ranging from sixth to eighth grade, and that some of the recorded assaults took place in a school classroom.” Police believe that Bell also sexually assaulted his victims at his home and other locations.
At least eleven of the young victims from his child porn recordings still remain identified. Authorities also fear that more victims are still out there. Following his arrest, Bell informed the police that he was HIV positive. At least two of Bell’s victims were tested for HIV with both tests coming up negative.
Among the charges Bell now faces are 12 counts of child sexual abuse, which carries a 25-year potential sentence for each instance; 48 counts of second-degree sexual offense, which carries a 20-year sentence; 44 counts of filming child pornography; two counts of solicitation of a minor; five counts of displaying obscene matter to a minor; and distribution of marijuana, among other charges. ~ per WTOP
NBC4 reported that Bell was first identified in December after a parent noticed a suspicious text on his child’s phone. Initial investigations discovered child porn on Bell’s personal electronic devices, plus graphic images of Bell sexually assaulting children.
