
Fatal hit-and-run crash: Police searching for driver who killed a man changing a tire on I-695 and then fled the scene
Law enforcement officials in Maryland are investigating a fatal hit-and-run crash that claimed the life of a 67-year-old man on I-695 in Baltimore County early Sunday morning. Police are seeking the public’s help in identifying and locating the driver of the vehicle who did not remain at the scene of that deadly crash.
The deceased has been identified as 67-year-old Junior Dunkley of Owings Mills, Maryland. He was the driver of a Toyota Tacoma involved in the incident. He was transported by ambulance to the R Adams Cowley Shock Trauma Center in Baltimore, where he was pronounced deceased.
Around 2:23 a.m. on Sunday, Troopers from the Maryland State Police Golden Ring Barrack responded to the area of inner loop Interstate 695 at Wilkens Avenue for a report of a two-vehicle crash. According to a preliminary investigation, the Tacoma, operated by Dunkley, was parked on the right shoulder of I-695. Dunkley was outside of his vehicle, attempting to change a flat tire, when he was struck by another vehicle, described as a red 2005-2012 Toyota Tacoma that is now missing a bumper.
The driver of the red Toyota Tacoma failed to remain on the scene.
According to WBAL-TV, Maryland is the eighth state in the nation to expand its Slow Down and Move Over Law.
“I think this is an important moment to discuss the ‘Move Over’ law and how important it is. When you see a vehicle parked on the right shoulder, give them space when it is safe to do so,” Maryland State Police spokeswoman Kyleigh Beaver told 11 News.

The police investigation into this fatal hit-and-run remains active and ongoing.
