Hagerstown shooter, 17, charged with attempted murder to be tried as an adult
On August 29, Maryland’s Hagerstown Police Department reported on an attempted murder that went town in their town on August 28 around 3:35 p.m. when their officers responded to the 100 block of E. Washington Street for a shooting. Officers apprehended the suspect in the 300 block of Liberty Street within minutes of the shooting following a foot pursuit.
The victim, later identified as41-year-old Deangelo Rouzer of Hagerstown, was transported to Meritus Medical Center with numerous gunshot wounds. Rouzer is expected to survive. Through the course of the investigation, it was learned that the victim and suspect are known to each other and the shooting was targeted.
The suspect is identified as 17-year-old Micha Ricks of Hagerstown. Ricks has been charged as an adult with the following:
- Attempted 1st & 2nd Degree Murder
- 1st & 2nd Degree Assault
- Reckless Endangerment
- Numerous Firearms related charges
Initially, Ricks was being held at the Washington County Detention Center.
However, Washington County District Court Judge Mark D. Thomas ordered Ricks transferred to a juvenile facility and also requested a study to determine if Ricks’ case should be transferred to juvenile court.
Those orders came after Assistant Public Defender Andrew Smith requested them, citing a law about juveniles being transferred to juvenile detention facilities unless an exception is met such as the juvenile facility has no room available. ~ Herald-Mail Media
