On April 24, the Harford County Sheriff’s Office (HCSO) reported that a 26-year-old inmate being held at the Harford County Detention Center died after hanging himself in his cell.

At approximately 12:40 p.m. on Friday, correctional deputies found the inmate unresponsive in his cell with a sheet around his neck. The inmate has been identified as Randy Craig Gisiner of Joppa, Maryland.

Upon finding Gisiner hanging in his cell, deputies immediately called for medical staff from the detention center, while available deputies were called to respond and began lifesaving efforts. Medical staff continued CPR and applied an AED for assistance, with no success. Medics from the Bel Air Volunteer Fire Company and Harford County Department of Emergency Services responded and continued to administer care.  

Gisiner was pronounced dead at 1:21 p.m. An inquiry into his death was assumed by detectives with the Harford County Sheriff’s Office Criminal Investigations Division.

Investigators with the Forensic Services Unit also responded to document the scene and collect evidence. The Office of the Chief Medical Examiner was notified and responded to transport the body for an autopsy.

Gisiner was booked into the Detention Center on April 16 for charges related to CDS possession and the unlawful taking of a motor vehicle. He was being held on no bond. At the time of his death, he was not on a special watch or in restricted housing.

The investigation into Gisiner’s death is ongoing .

The Harford County Detention Center opened in 1973 with a capacity of 100 inmates. Alterations and additions were constructed over the years with the last expansion opening in 1997, increasing the capacity to 474. Thirty-three beds are considered temporary housing and are not included in the capacity total. Those beds are reserved for classification housing, isolation, and medical cells. The latest expansion was completed in 2011, which added 288 beds to the facility for a total capacity of 762.

The Harford County Detention Center is located at 1030 Rock Spring Road, Bel Air, Maryland.
