A Baltimore County Sheriff’s Office employee has been indicted by a Grand Jury on one count of second-degree rape.  The sexual assault reportedly dates back to 2018.

The man indicted has been identified as 54-year-old Morton Stanley Winkler Jr. from the 7700 block of Jennelles Way in Nottingham, Maryland.

Baltimore County Police initiated an investigation after being notified of the allegation of a sexual assault on November 30, 2018. The investigation was conducted in consultation with the Office of the State’s Attorney for Carroll County – after the Office of the State’s Attorney for Baltimore County recused itself from the case due to the close working relationship between both agencies.

The Grand Jury indictment is sealed, prohibiting details of the case from being released at this time.

A warrant was issued for Winkler on January 27, at which time he was taken into custody. He was released on his own recognizance following a bail review hearing.

According to WMAR 2 News in Baltimore, Winkler’s rape charge involves a woman less than half his age who had an extensive criminal history and had sought rehab for an addiction problem.

“We were notified of the sexual assault allegation on November 30, 2018 and initiated an investigation then,” said Baltimore County Police spokeswoman Ofc. Jennifer peach. “The victim was in the care of the sheriff’s office at the time of the alleged rape.”

The Baltimore County Police Department encourages anyone who had inappropriate contact by Winkler to contact the BCoPD Special Victims Unit at 410-887-2223. Police also encourage contacting any sexual assault hotline or advocacy group to seek support and victim resources.
