Police rescue dog left with no water, abandoned in pet carrier on side of the road

Yesterday, Maryland’s Hagerstown Police Department, with assistance from their community, helped save a beautiful, abandoned pup that had been left on the side of the road – abandoned in a pet carrier in 80-degree+ temperatures.

On Saturday, July 23 around 3:30 p.m., police officers responded to the 200 block of W. Irvin Avenue for a report that a woman had stopped her vehicle, removed a kennel with a dog in it – and left it on the sidewalk.  The woman then drove away, abandoning the animal on the side of the road.

When officers arrived, they could see the dog was in distress due to the heat. There was no water provided for the animal; and the crate had no liner or bottom so the dog’s paws were touching the hot pavement. Officers immediately removed the dog from the kennel and placed him in a cruiser with air conditioning.

The Washington County Humane Society was contacted, and they took custody of the animal.

Through investigation and the help of a neighborhood door camera, the suspect was identified. The charges have not yet been officially approved by the court commissioner, so the suspect’s identity is not being released at this time. An application for charges has been submitted for the following charges:

  • CR 10-623(b)(3) – did leave a dog outside and unattended by the use of a restraint that restricts access to suitable and sufficient clean water/appropriate shelter, and,
  • R 10-604(a)(1)(2)(3) – did deprive of necessary sustenance to a dog.

Police said that the quick action of the neighbors and responding officers saved the dog from serious injury and quite possibly death. Police also offered their “Thanks” to the Humane Society for taking custody and care of the animal.   Additionally, the Washington County Humane Society will be conducting their own investigation and filing any further charges they deem to be appropriate.
