Wanted Maryland murder suspect Jamar Wise captured in Pennsylvania
On December 20 at 5:12 p.m., deputies with the Harford County Sheriff’s Office (HCSO) responded to the 2800 block of Majesty Lane in Edgewood for the report of a domestic disturbance. Upon arrival, they found an adult female later identified as 46-year-old Kisha Blackwell suffering from a gunshot wound to the upper body.
Blackwell was shot and left to die in the driveway of her Majesty Lane home. Deputies initiated life preserving care until EMS arrived and transported her to a local trauma center with life threatening injuries.
On December 21, the Sheriff’s Office reported that Ms. Blackwell died from gunshot wounds at 4:13 p.m. that afternoon and that homicide units were searching for her shooter. The investigation was assumed by detectives with the Harford County Sheriff’s Office Criminal Investigations Division who were supported by investigators with the Sheriff’s Office Forensic Services Unit.
Investigators quickly identified Jamar Wise, 42, of Towson as their shooter and found that Wise had previously been in a relationship with Blackwell. Officials began searching for Wise, who they believed to be driving a dark colored minivan and who could possibly be hiding out in the Baltimore County area. Authorities warned the public that Wise should be considered armed and dangerous and should not be approached.
Blackwell had a court protective order against Wise, according to WBAL-TV in Baltimore. Blackwell told authorities that Wise had been threatening her and her family and friends since April.
… “he left a note on my door stating, ‘You killed me, thank you.'” She also said Wise was going to send “his people” to her house.
She said Wise also left other notes on her car and candy at her house, in addition to making “harassing calls” and sending disturbing emails and text messages from different phone numbers and email addresses.
She wrote: “Mr. Wise is very abusive and has a long history of abuse/domestic violence. On multiple occasions, Mr. Wise has threatened, yelled at me. I’ve been called several names and held against my will in my own vehicle. I am very concerned about my safety as well as my family.”
Multiple leads from community members poured in to detectives offering information and tips about Wise. While following up on one investigative lead, information was provided to the Warrant Apprehension Unit that Wise was at a gas station located in Hanover, Pennsylvania. Deputies with the Unit were able to make contact with Wise and negotiate a peaceful surrender to local authorities. Wise was taken into custody by the West Manheim Township Police Department without incident.
Wise is currently being held in Pennsylvania where he faces local charges and awaits extradition proceedings. Anyone with information about this crime is asked to call Detective Reynolds, with the HCSO Criminal Investigations Division, at 443-409-3502.
