Police Investigating Whether Speed Contributed to the Collision

FALLSTON, Md. — A Halloween evening turned tragic in Harford County when a violent two-vehicle collision claimed the lives of a longtime Port of Baltimore executive and his wife. A second driver was seriously injured and airlifted to a Baltimore trauma center.

Maryland State Police identified the victims as Kimberly Anne Miller, 56, and her husband, Brian Walter Miller, 61, both of Fallston, Maryland. Emergency medical personnel pronounced both dead at the scene.

The crash happened shortly after 7:19 p.m. Saturday, October 31, near the intersection of Jarrettsville Pike and Hess Road.

According to the preliminary investigation, Kimberly Miller was driving a Volvo XC60 eastbound on Hess Road when it collided with a southbound Volkswagen Passat traveling on Jarrettsville Pike. The Volkswagen was driven by Matthew Thomson Howard Waylett, 19, of Monkton, Maryland.

Waylett was transported by Maryland State Police Aviation Command to a local trauma center, identified by WBAL-TV as the University of Maryland R Adams Cowley Shock Trauma Center. His condition was not provided in the reports.
